FBR POS Integration for Small Shops: Who Needs It, and How
FBR POS integration sounds large and technical, but the idea is simple. For shops that must do it, each sale is reported to the Federal Board of Revenue, FBR, through the shop billing system. The customer gets a bill with an FBR invoice number and a QR code. This guide explains what it is, who must do it, what changes on the bill, and what to prepare first.
What FBR POS integration is
POS means point of sale, which is the billing system at the counter. Integration means that billing system is linked to FBR's computerised system for live reporting of sales.
When a bill is made, the sale data goes to FBR, and the bill carries an FBR invoice number and a QR code. The customer can then check that invoice with FBR, for example in FBR's Tax Asaan app by entering the invoice number or scanning the QR code. FBR also lists other ways to verify on its website.
Who must do it: Tier-1 retailers
FBR requires Tier-1 retailers to integrate their POS systems with FBR's system. Tier-1 retailer is defined in the Sales Tax Act, 1990 (section 2(43A)). In short, a shop falls in that category if any one of these applies:
- It is a unit of a national or international chain of stores.
- It is in an air-conditioned shopping mall, plaza or centre (not a kiosk).
- Its electricity bills over the last twelve months add up to more than Rs 12,00,000.
- It is a wholesaler-cum-retailer of consumer goods, selling in bulk to retailers and also to the public.
The law also has other tests (for example, by shop size), and the list changes from time to time. Always check the current list on fbr.gov.pk or with your tax advisor.
Use this table as a first check. It is not a final legal decision.
| Tier-1 test | Does it apply to your shop? |
|---|---|
| Unit of a national or international chain | Yes / No |
| In an air-conditioned mall, plaza or centre, not a kiosk | Yes / No |
| Electricity bills over Rs 12,00,000 in the last 12 months | Yes / No |
| Wholesaler-cum-retailer of consumer goods | Yes / No |
If any row is yes, treat the shop as possibly Tier-1, and check the current rule with FBR or your tax advisor. If no row is yes, the shop may not be Tier-1 under that definition, but rules can change, so recheck if the shop grows, moves to a mall, or if electricity bills rise.
What changes on the bill
For an integrated shop, the bill still shows the items, quantities, prices and total, as a normal bill does. Two FBR items are added: the FBR invoice number and the QR code. The customer uses those items to verify the invoice, as explained above.
The bill must be clear and complete. If the FBR number or QR code is missing, faint or cut off, the customer cannot verify the bill. Test a printed bill before you use the system for customers. Scan the QR code, and check that the FBR invoice number matches the bill.
Returns also need care. A return should be recorded in the system, so the reported sale is corrected in the right way. Do not simply delete a sale record to fix a return. Keep the return record with the original bill.
What you need: NTN, IRIS and POS ID
Before integration, a shop usually needs three things ready. Get them in order, so the setup does not stop halfway.
- NTN: your National Tax Number, which identifies you as a taxpayer with FBR.
- IRIS: your FBR online account, where tax registration and returns are handled.
- POS ID: the registration for each point of sale, so FBR knows which till or branch each bill came from.
Keep these details safe, and use the same business name and NTN in the billing system as in your FBR record. A mismatch can delay integration and cause bills to fail verification.
Also check the basics: a printer that prints the QR code clearly, and internet access for live reporting. If the shop has more than one branch or till, each one needs its own POS registration. Do not use one till's ID for another till.
Costs and penalties
Costs and penalties must come from FBR itself, not from a guess. Check the current rules with FBR or your tax advisor before you decide anything.
One known cost is FBR's POS service charge: S.R.O. 1279(I)/2021 sets Re 1 per invoice issued through an integrated POS. The Tier-1 retailer collects it and deposits it with the monthly sales tax return. As an example only, 1,000 integrated invoices in a month means Rs 1,000 in that charge. This is not the price of billing software; ask your software provider for that.
The law has heavy fines for a Tier-1 retailer who does not integrate, and further action such as sealing of the shop if the failure continues. There are also penalties for bypassing the system. The exact amounts have changed over the years, so take them only from fbr.gov.pk or your tax advisor. If your shop may be Tier-1, start early rather than waiting for a notice.
How SundarVahi does it
SundarVahi supports FBR Retail POS (IMS) and Digital Invoicing. Once your FBR details and POS ID are saved in Settings → FBR, each bill is sent to FBR and the FBR invoice number and QR code print on the bill.
Tip: before you go live, print one test bill and verify it yourself in the Tax Asaan app. A test bill catches a missing number or a faint QR code before customers do.

Questions
Does every small shop in Pakistan need FBR POS integration?
No. The duty applies to Tier-1 retailers. Check the Tier-1 list in this guide, and if you are unsure, check the current rule with FBR or your tax advisor.
What if my shop becomes Tier-1 later, for example if electricity bills rise?
Recheck your status when the shop changes. If a Tier-1 category now applies, check the current rule with FBR or your tax advisor and start integration, rather than waiting.
What should a customer do if the FBR number or QR code is missing from a bill?
Ask the shop for a complete bill with the FBR number and QR code, so the invoice can be verified. If the shop is integrated, the bill should carry both items.
